IMPLEMENTASI CKAN PADA PORTAL OPEN DATA DPMPTSP SUMATERA SELATAN DALAM MENDUKUNG KETERBUKAAN INFORMASI PUBLIK
Abstract:
Keterbukaan informasi publik membutuhkan portal data yang tidak hanya tersedia secara daring, tetapi juga mampu menyajikan data yang mudah ditemukan, dipahami, diunduh, dan digunakan kembali. Penelitian ini bertujuan menganalisis implementasi CKAN pada Portal Open Data Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Provinsi Sumatera Selatan serta merumuskan prioritas optimalisasinya. Penelitian menggunakan desain studi kasus deskriptif dengan pendekatan kualitatif. Data diperoleh melalui observasi langsung terhadap antarmuka portal, pemeriksaan halaman organisasi, dataset, metadata, sumber daya, fitur pencarian, dan akses unduhan, serta telaah dokumen dan regulasi. Instrumen evaluasi terdiri atas delapan indikator yang disusun berdasarkan struktur CKAN dan literatur kualitas portal data terbuka. Hasil analisis menunjukkan bahwa empat indikator telah terpenuhi, yaitu ketersediaan dataset, identitas organisasi penyedia, sumber daya data, dan akses unduhan. Empat indikator lainnya terpenuhi sebagian, meliputi kelengkapan metadata, efektivitas pencarian, penggunaan format yang mudah diolah, dan konsistensi pembaruan data. Temuan tersebut menegaskan bahwa CKAN telah menyediakan fondasi teknis bagi keterbukaan informasi, tetapi nilai guna portal masih dipengaruhi oleh tata kelola data di tingkat organisasi. Optimalisasi perlu diprioritaskan melalui standardisasi metadata, penetapan jadwal pemutakhiran, penyediaan format terbuka, konsistensi tag, dan penunjukan penanggung jawab dataset. Penelitian ini menghasilkan kerangka evaluasi praktis yang dapat digunakan untuk pemantauan berkala portal data perangkat daerah.
Public information disclosure requires a data portal that is not merely available online but also enables users to find, understand, download, and reuse data. This study analyzes CKAN implementation on the Open Data Portal of the South Sumatra Provincial Investment and One-Stop Integrated Services Office (DPMPTSP) and formulates optimization priorities. A descriptive qualitative case-study design was employed. Data were collected through direct observation of the portal interface, examination of organization pages, datasets, metadata, resources, search functions, and download access, as well as document and regulatory review. The evaluation instrument consisted of eight indicators derived from CKAN's structure and open-data portal quality literature. The findings show that four indicators were fully met: dataset availability, provider organization identity, data resources, and download access. Four other indicators were partially met: metadata completeness, search effectiveness, machine-processable formats, and update consistency. These results indicate that CKAN provides an adequate technical foundation for information disclosure, while the portal's practical value remains dependent on organizational data governance. Optimization should prioritize metadata standardization, scheduled updates, open and reusable formats, consistent tagging, and clear dataset stewardship. The study provides a practical evaluation framework that can support periodic monitoring of regional government data portals.
